From Kayaks to Cat Kennels: What Happened at the March CPRV Civic League Meeting

Thank you to the 41 neighbors who came out and packed the house (with even more joining online) for the March 2026 CPRV Civic League Meeting. We were also honored to welcome Ward 2 Councilwoman Courtney Doyle to the audience for an evening focused on neighborhood updates, waterfront initiatives, and upcoming community events

Officer Collin Dunthorn, our Community Resource Officer, provided the latest update on neighborhood safety. Fortunately, there was very little to report, which is always welcome news for the community.

Electrified Marina
Erick Pinzon Jr., founder of Electrified Marina, spoke about innovative and sustainable waterfront amenities and the future of community-focused access along the Elizabeth River. The initiative explores new ways to activate Norfolk’s waterfront while maintaining environmental stewardship.

Norfolk Kayak Rentals
Josh Coplon of Norfolk Kayak Rentals shared how residents can experience the beauty of the Lafayette River through kayak rentals and eco tours, allowing residents and visitors to enjoy the river while learning about the local ecosystem.

Sail Nauticus
Vincent Tophoff, Executive Director, and Kim of Sail Nauticus, discussed how sailing, environmental stewardship, and maritime education are helping connect Norfolk’s next generation to the Elizabeth River through hands-on learning and community programming.

Oculus Rail
Lucy Hall introduced Oculus Rail, a Norfolk-based free mobile app that helps communities track and manage blocked railroad crossings that can delay emergency response, school buses, farm equipment, and everyday travel. The system is already installed at more than 40 crossings across Hampton Roads and was founded by former Norfolk City Council member Andria McClellan.

Meowkins
Blake and Anne Sablatura spoke about their proposed rezoning of 111 Pennsylvania Ave for a Cat-only boarding facility that may be opening in the Riverview neighborhood.

VA Opera Community Raffle
As a special bonus, CPRV resident Jodi Pyle from The Virginia Opera graciously donated two tickets to see Aida, which were raffled off to attendees at no cost.

Board Updates

President, Pooya B. Mohit

 Mack’s Barge Property Update: The business that previously presented interest in the Mack’s Barge location has since backed out. At this time, there are no confirmed prospects for the property.

 Lead Service Line Replacement Program: The City of Norfolk Lead Service Line Replacement Program is currently underway. Some residents have received letters regarding potential service line replacements.If you want to check whether their property may be affected can view the city’s inventory map here:

 Mayflower Buffer Path Extension Planning: Planning is underway for the next phase of the Elizabeth River buffer path extension, which would extend south toward Virginia Beach.

Vice President, Gene Ward

Electricians are currently repairing the light pole along the Haven Creek Boardwalk, which was previously damaged.

Treasurer, Dave Wolfe
Dave Wolfe presented the CPRV treasury report and reviewed the current standing of the civic league’s accounts.

Social Events, Artemis Stoll
The Second Annual Great CPRV Egg Hunt will take place on March 28 at Delaware Circle at Colonial. All ages are welcome to attend and enjoy neighborhood fellowship.
The Community Yard Sale is also returning on Saturday, May 2. Residents should stay tuned to CPRV social media, the website, and the events email list for additional details.

Membership, Lisa Perlmutter
The civic league currently has 104 paid members for 2026, with 45 residents joining or renewing in February alone. Membership is $10 per person, or $5 for residents age 65 and older. Residents can join or renew at: https://cprv.net/membership

Environmental Committee, Delia Cercel
Preparations are underway for the Great American Cleanup, and the committee is currently looking for teenagers interested in serving as local ambassadors. The civic league will also host Pollinator Day on April 17 as part of Earth Month. Additional details will be announced soon.

New Business
Resident raised concerns regarding elementary school program closures and possible options ahead of the upcoming redistricting process. The Norfolk School Board is tentatively scheduled to discuss the issue at a September 2026 meeting.
