NORFOLK, VA – The City of Norfolk reminds residents it’s time to license pets for 2023 – and now it’s easier than ever! Purchasing a license tag and attaching it to a pet’s collar is one of the most important things a resident can do as a responsible pet owner. In addition, displaying a current Norfolk tag on a dog’s collar makes it easier for animal control officers and shelter employees to locate a lost pet’s owner information. A pet’s current license could be their ticket home!
To license online, visit petdata.com/nfk. Pet owners can license multiple pets at the same time and easily upload required documents. All major credit cards are accepted; a small convenience fee will apply per transaction.
All City of Norfolk pet licenses expire on Dec. 31 and must be renewed annually. Renewal notices for 2023 will be mailed soon. The due date is Feb. 28. All cats and dogs over four months old must have their rabies vaccinations and be licensed with the City. The City of Norfolk encourages spaying and neutering.
2023 license fees are:
- Unaltered pet – $25
- Spayed/neutered pet – $5
- Spayed/neutered pet (Senior citizen owner aged 55+) – $2
To license by mail, pet owners can mail a copy of their pet’s current rabies certificate and any other applicable documentation along with a check payable to the City of Norfolk:

- Norfolk Animal Care: 5585 Sabre Rd, Monday – Sunday, 8 a.m. – 4:30 p.m.
- Norfolk City Hall, City Treasurer: 810 Union St, 1st Floor, Monday – Friday, 8:30 a.m. – 3:45 p.m.
- Bring a copy of pet’s current vaccination certificate, proof of spay/neuter if not already on file, and identification if requesting the senior discount.
